Permit
Roofing is not exempt
Massachusetts exempts sheds, fences and finish work from permits (R105.2), not roofing. Berlin’s building department issues it, and the application carries the contractor’s HIC registration number.
Berlin has 1,495 homes, and half of them were standing by 1992. The rules below decide how much of the old roof has to come off and what goes under the new one.
New Roofing Costs connects homeowners with independent local roofing contractors. We do not perform roofing work.
This number connects homeowners who are planning a new roof or a full roof replacement with independent local roofing contractors. It is not for leak repairs or patch jobs. The call must come from the homeowner who decides on the roof. Calls may be recorded.

Layers
On a roof that already carries two layers, or slate or tile, the code allows no recover: it is a tear-off (IRC R908.3.1.1). 43% of Berlin’s homes were built before 1980, so count the layers before comparing quotes.

Ice barrier
The state’s climate table marks the ice barrier “yes” statewide. It runs from the eave to 24 inches inside the exterior wall, more on steep roofs (IRC R905.1.2); check that the quote lists it.

Wind and snow
Berlin’s code design values are a 117 mph ultimate design wind speed and a 50 psf ground snow load (35 psf minimum flat-roof snow load). At that wind speed the code calls for asphalt shingles labeled ASTM D7158 Class G or H (Table R905.2.4.1).

Of 1,447 occupied homes in Berlin, 1,118 (77%) are owner-occupied. By year built, 22% before 1940, 32% before 1960, 43% before 1980; 42% went up in 2000 or later. (ACS 2020–2024.)
By building type: 53% detached houses, 20% attached single-family houses (rowhouses, twins and townhouses), 13% buildings of two to four units.
42% of homes here were built in 2000 or later. HUD’s useful-life table gives an asphalt-shingle roof 20 years, so roofs on houses from the early 2000s are reaching that age.
Of the 59 Worcester County municipalities on this site, Berlin has the 53rd largest share of homes built before 1980: 43%, against a county range of 35% to 79%.

Median built: median year the homes were built. Before 1980: share of homes built then. Owners: share of homes that are owner-occupied. Row, twin: share of homes that are rowhouses, twins or townhouses. Census ACS 2020–2024. Hail days: days with hail of 1 inch or larger within 10 miles, 2006–2025, NOAA Storm Prediction Center.
Since 2006 the National Weather Service has logged hail of 1 inch or larger on 14 separate days within 10 miles of Berlin; the largest was 2 in on August 7, 2008. The most recent was September 8, 2023.
That is more hail days than 80% of the places in the state on this site.
Federal major-disaster declarations for storms in Worcester County since 2006: 7, most recently DR-4379, Severe Winter Storm and Snowstorm, declared July 2018. (OpenFEMA.)
A report says hail fell near Berlin, not that it damaged a roof. When wind or hail damage means a new roof.
HUD’s useful-life figures are for planning; a warranty is a separate promise. For Berlin’s houses: More in the guides to shingles, metal, slate and flat roofs.
| Material | HUD useful life | Fits a house like | Watch for |
|---|---|---|---|
| Asphalt shingles | 20 years | Most pitched roofs; 53% of homes here are detached | Class G or H at 117 mph design wind (IRC Table R905.2.4.1) |
| Metal (standing seam, panels) | 50 years | Low pitches and long runs | Standing seam that carries its own loads can skip the tear-off (R908.3.1) |
| Slate | 75 years | Older houses; 22% here predate 1940 | Sound slate can be reused (R908.5); broken slate cannot |
| Flat roof: EPDM or TPO | 15 years | Low-slope roofs and rear sections (20% of homes here are attached) | Coating is not a replacement |
Two numbers to ask for in Berlin: the HIC registration (M.G.L. c. 142A, for owner-occupied homes of one to four units) and the construction supervisor license (CSL) with the roof covering specialty.
The price side is in what a new roof costs in Massachusetts; the paperwork side in checking a roofing contractor.
