Permit
Expect a building permit
Massachusetts exempts sheds, fences and finish work from permits (R105.2), not roofing. In Hull the building department takes the application, with the contractor’s home improvement registration on it.
Half of the 5,838 homes in Hull were built before 1946. The rules below decide how much of the old roof has to come off and what goes under the new one.
New Roofing Costs connects homeowners with independent local roofing contractors. We do not perform roofing work.
This number connects homeowners who are planning a new roof or a full roof replacement with independent local roofing contractors. It is not for leak repairs or patch jobs. The call must come from the homeowner who decides on the roof. Calls may be recorded.

Layers
A new roof may go over one existing layer; with two or more, or over slate, clay or cement tile, everything comes off to the deck (IRC R908.3.1.1). 73% of Hull’s homes were built before 1980, so count the layers before comparing quotes.

Ice barrier
The state’s climate table marks the ice barrier “yes” statewide. That is a self-adhering membrane, or two cemented layers of underlayment, from the eave to at least 24 inches inside the wall line (IRC R905.1.2).

Wind and snow
Hull’s code design values are a 122 mph ultimate design wind speed and a 35 psf ground snow load (30 psf minimum flat-roof snow load). At that wind speed the code calls for asphalt shingles labeled ASTM D7158 Class G or H (Table R905.2.4.1).

80% of the occupied homes in Hull are lived in by their owners: 3,749 households, the people this line is for. Counting by decade, 44% before 1940, 65% before 1960, 73% before 1980 of the housing was in place, and 11% dates from 2000 on. (ACS 2020–2024.)
The housing is 73% detached houses, 8% buildings of two to four units.
Older houses hide their history: ask the contractor to confirm the deck (board or sheet) and every layer above it before pricing, because slate or two layers mean a full tear-off.
Of the 27 Plymouth County municipalities on this site, Hull has the 3rd largest share of homes built before 1980: 73%, against a county range of 42% to 81%.

Storm reports are what observers logged, not a measure of damage to any roof. When wind or hail damage means a new roof.
HUD’s useful-life figures are for planning; a warranty is a separate promise. For Hull’s houses: More in the guides to shingles, metal, slate and flat roofs.
| Material | HUD useful life | Fits a house like | Watch for |

| Slate | 75 years | Older houses; 44% here predate 1940 | Can’t be roofed over; check the framing for the weight |
